United States Sanctions on Abdulkhakim Gadzhiyev

March 24, 2022 :: All property and interests in property of Gadzhiyev that are in the United States or in the possession or control of U.S. persons are blocked and must be reported to OFAC. In addition, any entities that are owned, directly or indirectly, 50 percent or more by one or more blocked persons are also blocked.

All transactions by U.S. persons or within (or transiting) the United States that involve any property or interests in property of designated or otherwise blocked persons are prohibited unless authorized by a general or specific license issued by OFAC, or otherwise exempt.

These prohibitions include the making of any contribution or provision of funds, goods, or services by, to, or for the benefit of any blocked person and the receipt of any contribution or provision of funds, goods, or services from any such person.  

OFAC is designating 328 members of the Duma pursuant to E.O. 14024 for being or having been leaders, officials, senior executive officers, or members of the board of directors of the GoR.

(UK Statement of Reasons): Member of the State Duma of Russia who voted in favour of Federal Law No. 75577-8 “On the ratification of the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Luhansk People’s Republic” and/or Federal LawNo. 75578-8 “On the ratification of the Treaty of Friendship, Cooperation and Mutual Assistance between the Russian Federation and the Donetsk People’s Republic”.

In so doing, the member endorsed President Putin’s decision to recognise the Donetsk People’s Republic and the Luhansk People’s Republic as independent states, thereby providing support for policies and/or actions which destabilise Ukraine and/or undermine or threaten the territorial integrity, sovereignty or independence of Ukraine.

European Union Sanctions on Abdulkhakim Gadzhiyev

Gadzhiyev has also been expelled from the Council of Europe, a human rights organization of 47 European countries. He was expelled on March 10, 2022, for his role in supporting the Russian government’s activities in Ukraine.

The US Treasury Department said that Gadzhiyev has been a major supporter of the Russian government’s illegal and harmful activities in Ukraine. It specifically cited Gadzhiyev’s support for the Russian-backed separatists in eastern Ukraine.

Gadzhiyev is the most recent Russian politician to be sanctioned by the United States. The United States has imposed sanctions on hundreds of Russian officials and organizations in response to Russia’s invasion of Ukraine.
